This 1992 cartoon refers to the New Zealand’s government’s plan to settle Māori claims over commercial fisheries. It involved the purchase of a 50% share in Sealord Products, New Zealand’s largest fishing company. Prime Minister Jim Bolger (left) is holding a net while a key negotiator, Matiu Rata, pulls in the fish. The shark may represent the fear that the company would be sold to overseas interests, and the opportunity lost.
