During an inquiry, large amounts of research and evidence are assembled by the Waitangi Tribunal. This 2007 photo shows boxes of files for the Wai 262 inquiry piled up in the tribunal's Wellington offices. Each claim accepted by the tribunal was given a reference number, known as a 'Wai number'. Wai 262 was a claim for rights to indigenous flora, fauna and cultural knowledge and customs.
