Department heads: Edward Tregear, secretary for labour

British-born Edward Tregear had worked as a surveyor and a soldier in the New Zealand wars before becoming the first head of the Bureau of Industries, later renamed the Department of Labour. He is shown here in about 1896, at age 40. He remained head of the department until his retirement in 1912. Tregear was also known as an ethnologist and scholar of Māori language and traditions.
