
Judge Sir Thaddeus McCarthy, president of the Court of Appeal, adjusts his wig in this photo taken in 1976, when he retired after 19 years as a judge. In that time he chaired seven royal commissions, including one in 1962 into conditions in the public service. That commission recommended replacing the Public Service Commission with a new State Services Commission. The recommendation was enacted in the State Services Act 1962.
