Ministry chief executive Lewis Holden is on the right. Weekly meetings at which the usual business of a ministry is discussed are the norm in New Zealand government. Contact between a minister and chief executive is likely to be more frequent if a particular issue or problem is being worked on intensively, or the ministry's area of operation is particularly contentious.
