Firefighter collecting signatures for referendum petition

Firefighter Phil Hynd collects signatures for a referendum against reducing the number of full-time professional firefighters in 1995. He is attired in boxer shorts to emphasise the fact that firefighters were forbidden to collect signatures while wearing their uniforms. The firefighters gained enough signatures – more than 300,000 – for a referendum on the issue.
