Chair of the Independent Police Conduct Authority (IPCA), Justice Lowell Goddard (pictured), led a 2010–11 inquiry into police handling of child abuse investigations. It followed the discovery of a backlog of complaints in a number of districts. In a report, the IPCA recommended that police should give priority to such complaints and improve its procedures for investigating them.
The predecessor of the IPCA, the Police Conduct Authority, was established in 1989 after several years of debate about police accountability. The IPCA was set up in 2007 with enhanced powers.
