By 1844 many Māori were already concerned that the promises made to them under Te Tiriti o Waitangi were not being upheld. To defend the treaty, missionary Henry Williams had 400 copies printed and distributed. The government also had copies printed and distributed to northern tribes. This may be one of those 1844 copies. It bears the signatures of several chiefs and is witnessed by missionary Robert Maunsell, who then had a mission station at Port Waikato.
