Ko tēnei te whārangi mataamua o tētahi putanga (i te tau1861) o te niupepa kāwanatanga a Te Karere Māori, me tōna ingoa Pākehā The Māori Messenger. Kei roto i tēnei putanga ngā taipitopito mō te Ture Native Districts Regulation 1858. I runga i tēnei ture ka waihangatia ngā rūnanga iwi me ngā kaunihera rohe. Ko Te Karere Maori ka whakakapia ki Te Manuhiri Tuarangi and Maori Intelligencer. Ka mutu ko te whaiaro o ēnei niupepa he whakawai haere i te Māori ki ngā tikanga Pākehā.
